To dominate a page is to own the surface it renders on. Most organizations settle for claiming the content; this observatory claims the structure itself. The same virtual tree that governs the Control Veil here goes to war: every province you annex is a real node lowered into the live chamber, every border you extend is a genuine mount, and nothing is admitted to the page until the veil reports exactly what it created, updated, or removed.
