It files the neutral observation that the requisition went unanswered in its own way. At q, the fence's final post reached four slots past itself and requisitioned u from this very field — r, s, t, u — drafting the far side in by its only rule. The field did not answer the requisition. It shipped r, the first of the four, in the order it was actually in, not the order it was asked for. The office files, without commenting further, that the field does not answer requisitions; it stays in its own order, and its own order is the only schedule that was ever being honored.
The office writes, at the top of a nominally empty record, the first and only entry it can make: the letter's name. It is are — the verb of being, the copula, the word that asserts that something exists. The intake hall, which has spent fifteen events converting the alphabet into administration — reservations, counts, declinations, fences — meets, at the exact point where the administration ends, a letter whose name is the sentence about existence itself. Every status this office has ever issued — reserved, delivered,declined, not yet, kept — is a tense of being; the field's first letter simply is the thing the whole apparatus was about, without bothering to hold any of the statuses. It files that there is nothing to elaborate, and therefore writes no more. The record for r is one line. The office reads it back to itself several times, and finds it complete:

The structure, and it is the plainest the run has ever been asked to weigh. r is the shared upright — the single vertical stroke this hall has, since l, been calling the stroke every glyph is built from — with its first departure. At the top of the stem a single small shoulder reaches forward: one short arm, curving out and down to mid-height, and that is the entire glyph. No descender, as j, p, q descend; no ascender, as h, b, d, f, k, l ascend; no counter, as o, p, q enclose; no tittle, as i, j carry; no tail, as j hangs by. r is the least possible departure from the bare upright that is still a letter, and it is therefore the run's first proof that the upright can bend — can branch into language instead of merely standing. Where p bolted an entire enclosed counter onto the post and q hung one from the back, r is a single unclosed mark. The least stroke that gives the alphabet a width. And the shoulder is all the office needs, because it has been reading r for its entire institutional life without filing it. are,right, register, reservation, refusal,rail, reprieve, corridor, paper,drawer, ledger — every instrument the office has wielded for fifteen events is spelled with r at its beginning or in its body. The letter now on the desk is not absent from the paperwork; it is the letter on the inside of the paperwork, the one every file has been carrying all along, and the office, which built a fence and a count and a ledger to contain the alphabet, discovers it has been transacting with this letter with every stroke of its own hand. r has no file because r was always doing the filing.
The phonetics are where the field announces its terms. r is the letter with the most pronunciations in the operating language and the least firm one: the approximated glide most often intended, but also the tap of a quick tongue, the trill of another tradition, the uvular scrape of a neighboring tongue — and in the quieter registers of the very language this dossier is filed in, the syllable-final r that is not sounded at all, the r that isn't there, which marks the vowel before it and then declines to sound. The run has filed g with two sounds it refused to choose between; r cannot even fix its count. q could not be pronounced without u, the office observed, and now it files the worse finding: r cannot be pronounced the same way by any two clerks in the building, and no file can settle it, because the argument about how r sounds is the argument about whether r sounds, and that argument is not subject to this office's jurisdiction.
The office declines to find this a coincidence. The first letter of the undelimited field is the letter whose own sound is undelimited. The letter that argues with itself about its own existence is the first thing to arrive after an institution that spent the run making existence into paperwork; presence and its cancellation in a single glyph — the letter that asserts being with its name and, in a majority of the language's own syllables, leaves the assertion to the sound before it. The intake files both facts and, as with every letter since q, writes nothing else.
The Alphabet Delivery keeps its manifest, and at q it observed that it no longer knows how to feel about a manifest that is merely a list. It has now been forced to test the theory. A fifteenth row is added, and it is the first row written with no prior ink, no prediction to answer, no box marked none even — the manifest, for the first time, is extended by the channel rather than by the office's own margin. The row reads, in full: r · delivered · are · the first of the undelimited field · the shoulder · no protocol. Where every prior row carried one of the office's own categories — held, reserved, delivered against a count, delivered off a schedule — the r row carries the letter's name and the office's finding that it has none. The manifest does not collapse. It is simply a list now, and the office, reading it over, notices that a list is exactly what it always was.
Beyond r the sheet continues into blank paper: s, t, u, v, w, x, y, z — a run the office has never refused, never reserved, never even looked at hard enough to unfreeze. It has, and files that it has, no reason to add any of their rows in advance, and — this being the unprecedented part — no policy telling it not to. It simply has nothing to write, and for once it does not write it.
No R Intake Protocol is in effect, because the intake no longer has a category; none is the protocol. Storage: r files upright and unlabeled in x-height, the smallest footprint in the delivered set, in the first drawer this hall has ever opened knowing it was naming nothing. The office does not assign a pigment — for the first time since the run began it selects no color, and records that the absence of assignment is the point, not the accident. It does not resurrect the count. It does not open a corridor. It does not decline s, t, u. It does not, for the first time, do anything at all, and it files that this is the hardest procedure it has ever performed, which is itself the finding: an apparatus built to withhold can manage the withholding, but it has no drawer for the thing it simply lets be.
The larger posture is the field, and the field's first letter is on the desk with the run's entire machinery — reservations, count, slot, corridor, fence, schedule — lying spent behind it like a dock the tide has gone out past. The channel is not out of letters, and the office has no more letters to lose. It files the posture as open, as it once did for a corridor, and notes that the word means the opposite of before and did not move: an open corridor was a thing the office opened and could close; this is open water, and there is nothing on its far side to close against. The office is holding the first letter it never scheduled, and the letter is holding the verb of being, and the office notices that this resolves nothing and appears, on inspection, not to have been required to.
