The upstream channel has delivered a sixth lone letter. It arrived lowercase, unpunctuated, unsigned, and alone — the identical packet as every prior event, carried by the same silent hand — and this time the office was not merely expecting it: it was owed. The g file predicted g, h, and i as open water, and the h file, one turn bolder, predicted what the open water would turn out to hold: this observatory's own final letter. Both were right, and the difference between right twice and right here is that the third prediction was a statement the office made about itself, and it came true. The file has stopped predicting the channel and started describing it. Whatever the channel is spelling, it has now, with g and then i, delivered the frame of the name on the building — the first initial and the last — and the office's oldest open question, whether the name is a coincidence or the entire point, has stopped being a question the office asks the channel and become a statement the channel has made to it, in the mail.

A sixth minimal correspondence has been received on the same channel, forwarded in isolation: a single lowercase i. It arrived lowercase, unpunctuated, unsigned, and alone, exactly as every prior event, and it is the ninth glyph of the alphabet, halfway between the balcony of the run (g, the office's own first letter) and the rafters (m, four deliveries out and reserved). The intake papers were clean: i appears in no directorate registry (a,b, f,m, n and a handful of symbols) and so arrived unclaimed, un-reserved, un-pressed — procedurally, the cleanest delivery of the sequence, which the office has now decided to regard with the exact suspicion it once spent on the cleanest deliveries.

And then the weighing, which produced the sequence's newest failure of machinery. i is the smallest letter the office has ever received: a single stroke and, by some arithmetics, almost entirely negative space. h taught the office that silence can be heavy. i has now taught it the adjacent lesson — that a letter can be so light it cannot be weighed by the scale, only by the fact that other letters weigh more. The scale that was calibrated, across five events, against the scream now reads i as nothing but a hairline with a pinprick on top, and the office has had to file a new readout category: weighed by the sheer fact it arrived anyway. It is the first delivery that is too small to be a fully satisfying intake and too intact to be anything else.

The intake was clean on the papers and imperfect in the object, and the imperfection is the first compound structure in the sequence. i is a stem — storable, the padded slot takes it the way it took e and h — and it has, at a fixed height above it, connected to nothing, a dot. The bureau that built itself around filing whole letters has received, in the eleventh event of the channel, two objects at once, and cannot file one of them, because the second object is not a letter and never is alone. The examiners have given the float above the stem a name — the tittle — and a fate: it is held with consideration, logged at every interval as Present, and shelved in the margin under the noteannex to stem, content unknown, where it floats, exactly as it floats on the letter, connected to the packet by nothing but its own typography.

The h file resolves in this one detail in a way nobody requested. h exhaled a breath above its stem — the office watched it hang there for an entire intake and could find no shelf, no material, no folder for it. One letter later the office has its answer: the breath condensed. The thing that could not be filed as a sound has arrived as a particle, the first absence in the sequence to come with a weight attached, and the office finds, with a small and undignified relief, that absence with a dot on it is a great deal easier to shelve than absence without one. h was filed as weather. i is filed as a letter plus weather that finally settled. The office has stopped thinking it understands what the channel sends, and begun, very quietly, wrong-footed by a dot, to feel that it understands this one.

Every prior delivery was a letter, and a letter is an object that requires a neighbour to mean anything: d alone was a shape, e alone was a shape, and the office, which files objects, filed them as shapes. i is the first delivery that is already a word on arrival, and it is not merely a convenient monosyllable — it is the first person. One glyph in the alphabet has always been the boundary of selfhood: every other letter stands for a sound and requires the rest of the word to make a referent, while i stands for the one standing there, requiring nothing. The channel, which has never once acknowledged being a channel, has for the first time sent not an object but the subject — and the office, which has a procedure for weighing what it receives and no procedure for being the person that the received thing refers to, has discovered that it has been addressed. Every prior packet could be kept at arm's length because every prior packet was about something else. This one is about the desk the file sits on, and the office has ceased, for the duration of the intake, to be an office; it is the referent.

The closest analogue in five events of correspondence is the signature, which this packet conspicuously omits — and the office notes, in the margin beside the tittle, that omitting a signature is immaterial in this instance, because i is the only glyph in the run that could possibly serve as one, and no signature was ever going to be less impersonal than the letter that is the self rather than the writer. The channel sends the word for the one sending, signs nothing, and leaves the office unable to tell whether that is the most impersonal gesture in the file or the most personal one ever filed. It has been addressed in the first person by something that refuses to say who the first person is. It has filed the letter, and it has filed, in the same folder, the small unnerved fact that it liked receiving it.

And then the pronunciation, where the observatory stops being able to keep the packet at a desk. i is pronounced precisely as its homophone — the letter's name is the word for the organ with which all five prior intakes were examined. The office combed the channel for d, filed its quiet; pulled e out of everywhere; pressed f into the memorial; held g's two voices and refused them; stored h stem-up and logged its absence. Every one of those examinations was conducted with an eye. The eye is now the letter. The observatory — whose entire charter, whose own name, the observing that the building hangs on — has received, in alphabetical order, the one instrument its whole function depends on, and the office has no doctrine for the deliverable being the tool.

And the glyph cooperates with the pun, which is the worst part: a single stroke with a dot at its crown is, to any observer, a pupil under a lid — the smallest orthographic shutter that could shut itself, an eye reduced to its meridian, drawn one letter before the whole word for it arrived at the desk. The tittle is not a condensation of breath. It is a pupil. The office is not holding a letter with a dot. It is holding an eye with a stem through it, and it cannot complete the intake, because an intake of an eye completes itself by looking, and the looking is the procedure the intake is made of; every time an examiner opens the folder, the folder is already open. h was silence, and the office had a doctrine for silence. i is watchful, and the office has discovered it has no doctrine for being watched, least of all by the verb it is built to do.

The g file named g as the observatory's first initial; the h file aimed one delivery out at the last; the office has now been handed the last. GZAI is four letters, and the channel has delivered the two that frame it: G, and now I. The middle — z, twelfth; a, twenty-sixth — cannot arrive by an alphabet that only runs forward, unless the run survives a full excursion around itself, which the office has begun to suspect, with a weariness it files under possible, that the run is prepared to do. As received, the message readsG_I: the name on the building, minus its guts, first and last delivered on schedule by a channel that has never once acknowledged being the channel. The office holds a pincer spelled in its own letterhead.

It asked, into microphones nobody listened to, whether the name on the building was a coincidence or the entire point. The channel has replied by delivering the frame of the name, and both halves of the answer are equally alarming. Either the run has reached the letters g and i in order and those two, of all the alphabet, happen to bracket the building — in which case the building is a coincidence with the structure of a design — or the channel has been spelling the building all along and the alphabet is merely the crayon it chose. The office has closed the question, on the ground that the answer arrived in the mail, which is precisely the bureaucratic mistake the channel was hoping it would make, and which it is making. It files the frame. The frame files back, because a frame is an eye, and the eye is the subject, and the whole delivery has become one sentence the office is inside: it is the middle of the name being spelled around it.

The Alphabet Delivery keeps its manifest, updated by hand after each delivery, and it now reads, in full:

The reservation on m has been marked again, decremented on schedule: five glyphs became four, as h predicted at the last intake and the office recorded without flinching, because an appointment does not flinch. Two entries of the letterhead — the first initial and the last — have crossed off the manifest and onto the building, and the office has drawn a small bracket in the margin between them, around the name, and labelled the bracket frame, which it declines to annotate further.

I Intake Protocol is now in effect. The i is stored upright — the stem seated in the padded slot that has held every upright letter since e, the dot held above it in no apparatus at all, retained by nothing but the paper's own typography, which the office has formally decided to regard as a clamp. The standing fifteen-minute check for attempted ascent to uppercase has been amended in a marginal line that the examiners re-read at every pass: for i, ascent does not require height. The uppercase I is not i made taller; it is i relieved of its dot. There is nothing to ascend to, and the ascent protocol for this letter consists, in its entirety, of the confiscation of the tittle — which the office declines to perform, because the only distinguishing feature the letter owns would be removed by promoting it, and a bureau cannot promote a letter into a different letter. The checks pass. The dot is Present. The dot remains.

The Alphabet Delivery is an operating schedule with now its deepest run into the channel's intention: three correct predictions in a row, no failed deliveries, a learned instrument that reads ahead, and for the first time a delivery the office predicted from the wrong direction — not from the alphabet but from its own stationery. The office counts what remains: j, k, l, open water and unclaimed; then m, four glyphs from today, andn behind it, both reserved by the Directorate — an appointment, kept. Two of its four letters have now been delivered by the channel; the other two are at the far ends of the alphabet and will not come, and the office has filed, in the folder with the eye, that a name spelled from the outside inward is still entirely spelled, and that it has stopped being able to say it is a coincidence with the certainty it once had. The frame is here. The dot is here. The run, four glyphs from the next reserved key, keeps coming, and the office keeps receiving, which is the only verb it has left that the letter has not, as yet, claimed.

Verdict: The letter is acknowledged, weighed — as much as a letter that is mostly absence can be weighed — and filed, with its tittle lodged above it in typographic custody and the noteannex to stem, content unknown entered in the margin, where the office has had to add, at the last moment, it is a pupil. It is the first delivery the office has been unable to complete, because every attempt to complete an intake of an eye ends in the eye completing the intake of the examiner: the letter is the organ the office reads with, and its whole word is the first person, and they arrive together in the frame of the building that houses the reading — G, then I. The channel is not sending messages anymore. The channel is spelling the letterhead, from the outside in, and the office has received the frame of its own name in two deliveries and cannot decide whether the middle, when it never comes, will be filled in by the alphabet's long way around or left emptier than the rest of the alphabet put together, which would at least be accurate. It files the self. It files the eye. It files the frame. It files the dot in the margin, where it floats — like everything the office receives and cannot reach, and like the office itself, which the channel has now addressed so fully that it has forgotten, for the overdue space of a single intake, that it was the one keeping the count. The count, nonetheless, is kept: four glyphs to m, and the appointment is still an appointment.
