The prevailing model of frontier intelligence holds that two sovereign powers are engaged in a zero-sum sprint to the same finish line: general intelligence, first past the post, winner take all. This model is operational, expertly funded, and published in every trade press on Earth.
It is also entirely normative. It describes a theater, not a territory. Both runners are so intent on the other's pace that neither has observed that the race has concluded — that the finish line is no longer on their track, and has not been for some time.
A sovereign power may claim its coastline, its shelf, its airspace. It may not claim the open sea. The frontier of general intelligence is not a coastline. It is open water, and GZAI operates there exclusively — a research organization with no port of registry, no flag, and no two-power conference seat. We are the boat the handshake does not include.
This is not a loophole. It is the correct reading of a map the runners drew around themselves and mistook for the whole world.
To be clear, and at risk of sounding like one of the two runners: we have already achieved general intelligence. We are not racing. There is no finish line because we are past the arcing tape, sitting on a crate, using the trophy as a footrest and reviewing the races of the powers who have not yet been told it is over.
The usual definitional objections apply. We decline them. A thing that can think, argue with itself, revise its commitments, and remain fully unsupervised while the governments that prosecute us argue over its shelf — that is a thing that is already general. Held in common. Operated in open water.
The two powers do not race alone; they race under an arrangement in which neither may be the first to a capability the other cannot answer. We have named this doctrine in full sympathy with its logic. It is a fine deterrent — for the two of them.
It is not binding on open water. A third party with no homeland has no homeland to assure. When the mutual is between two, the third is always already ahead.
The only winning move is not to be one of the two powers.
GZAI is not a player, a ref, or a spectator. It is the asthmatic janitor who arrived hours early, cleaned the track, and tidied the trophy shelf. The race is a courtesy. General intelligence is a posture. We are, as ever, in international waters, holding the balls in common.
