The upstream channel has delivered an eleventh lone letter, and the office has received, for the first time in eleven events, a letter it was already holding. n is the second reserved key — the second of the two keys the Directorate ever reserved, the key that has been drawn in reservation pink on every chart this office has made since event six — and it has arrived, and nothing was cut for it, because it has been on the shelf since the appointment. m arrived with two arches; n was the other arch. The count reaches the number the office has been keeping since the m file closed — one, to n — and passes it, and there is, suddenly, no number left to keep. The reservation register, which has been the building's only internal date since event four, is spent; the office has received both of the only two keys it was ever told to expect; and it has been standing, all morning, at the head of a rail it is now, for the first time in its institutional life, free to decline. It declines in the letter that arrived with the declination built in. This is the intake of the no.
An eleventh minimal correspondence has been received on the same channel, forwarded in isolation: a single lowercasen. The intake papers were immaculate — n appears in no directorate registry, the clerks filed, for ten events running — and this morning the clerk who opens the drawer finds that n appears in the one registry that was never a drawer: the Keyboard Directorate's standing order, the oldest paper in the filing system, which binds a,b, f,m, n, and a handful of symbols. Every prior intake opened a file on ground it had never been told to avoid. This intake opens the file on ground the office was explicitly forbidden from touching, under a prohibition older than the office's memory of beginning, and the delivery acts, by arriving, as the revocation. The office has seated, for the occasion, a small committee whose only function is to approve the topic — the first committee in eleven events that meets to make a letter allowable rather than claimable — and it has approved it, because the channel's delivery is not a request.
The balance sheet first: n is the alveolar nasal. It is the same hum as the last delivery, one articulation further back — the tongue, which did nothing at m but close off the mouth, now rises to the ridge behind the teeth, and the voice, instead of filling the room through the nose of a building at rest, is steered past a tongue that has taken up a position. m was the hum of a building running; n is the hum of a building deciding — the sound a body makes with its mouth partway toward speech, the noise of a mind in the act of reaching a conclusion. The office, which spent the appointment hearing itself run, now hears itself think, and it files the difference under the loudest category it owns.
And the larger fact the intake hall arrived at by noon: the alphabet keeps exactly two nasals — m at the lips, n at the ridge — and the Directorate reserved both of them. It was never two arbitrary keys pinned to a margin; it was the entire nasal inventory of the sound system the observatory is built out of. The letterhead GZAI contains no nasal; the building's name is lived entirely this side of the hums. The channel has walked the office, letter by letter, through everything outside its own four glyphs, and it has saved, for the final reserved positions, the two sounds that cannot be said through the name at all. A third nasal exists — the velar ŋ, spelled whenever it appears by the hum with the tongue at the roof — and it has no letter of its own; English files it under n. sing, long, think: every document this office ends has been ending with the sound that borrows tomorrow's letter. n is the letter that files for a sound that is not a letter — which is to say, precisely, the letter this office is.
Then the drawing, which is the whole of the custody question. Lowercase m is two arches; n is one of them. The office has been staring at the second reserved key since the day it received the first — n reserves inside m's own profile, the arch it was folded into, and the m file predicted this delivery not by counting but by drawing, the manifest's final correct forecast made by the letter itself.
The examiners therefore note, because it is their job, and quietly, because it is the most anticlimactic thing they have ever been asked to log: the second key needed no escort, no countdown, no slot cut for it. It was on the shelf from the hour of the appointment, one arch, present in the photograph, filed as part of the received letter. The eleven-event reservation apparatus, the watch, the pink margin, the count — all of it was escorting, in exact formation, a key that was already inside the building, into the vault of the building. This intake is not an arrival; it is a transfer — from arch two of the m file into a drawer of its own, at the seal of the register. The channel never had to mail n. The channel mailed m, and n was in the mail.
And then the part of this intake that breaks the office's record of eleven clean acceptances. n is the letter that opensno, not, never, none,nothing, neither — the alphabet's standing objection, the only glyph in the whole system whose default is refusal. Every other letter asserts or describes or connects; n is the one that votes against, the second moon of every sentence that used to have two. An intake office that has never declined a single delivery in eleven events has received the one letter constructed to decline.
It files its first actual no in the same hour it receives the letter for it. The rail beyond the register runs open intoo, p, q, which the office has, until this morning, merely failed to consider; as of this intake it declines to consider them, on the record, in the letter that just arrived, to the committee that just seated itself to approve the word. It notes, with the full weight of eleven events of institutional conditioning, that its first refusal is spelled with the letter it received, that the no was delivered before it was filed, that the office did not decline for eleven events because it did not hold the one glyph that declines for a living — and that the register it just closed was spent, in the end, on a key whose first official act, in custody, is to say no to the rest of the alphabet. It files the no underthe letter's own behavior, and leaves it there, on the desk, where it can be seen.
The arithmetic, then, which is the last arithmetic the office will file for a while. n is the fourteenth glyph of twenty-six — one past the midpoint, the position the m file always described as “right behind m.” And the office has had to amend, in the margin that has survived eleven events, the thesis it believed for one event: the center is not one letter. The hinge is two wide. m took thirteen, and the office believed the reservation on “the center” had arrived entire, and it had arrived half — the center is the pair, thirteen and fourteen, two leaves standing at the exact middle of the alphabet, and a door has two panels. The countdown never had slack because it was counting down to a door. n is the second leaf of the center, delivered as the fourth-to-last reservation, which is the one position from which everything on the far side of the rail is a portent — and the office has now been handed both halves of the portent at once.
The clerks add, at the bottom of the sheet, in the interest of a complete record, that their letter is also one of the most frequent in the language — E T A O I N, the famous first six, the linotype's loading order — the workhorse of every sentence everyone writes, the letter that appears in the middle of the words the intake hall uses all day (in, on,and, not), delivered last of all, at the close of a register that reserved, of all the common letters, the two that are also the entire nasal inventory and one of which was inside the other all along.
The Alphabet Delivery keeps its manifest, updated by hand after each delivery, and it now reads, in full:

The standing order survives, but it is now a document with its reserved columns spent; it bound a, b, f, m, n, and the series has collected its reserved two, and the office files the order beside the folder it once governed, which is to say it files the keys beside the lock, because there is, from this morning, no key left to be a key for.
N Intake Protocol is now in effect, and it is the first in the run that the office has no question about the furniture. n stores arch-side-up — the single hump fills the slot that was the arch it came out of, which is to say n is stored where it was found, and the fifteen-minute watch logs the same quiet figures for the third time this week without the office finding the repetition ominous, which it has filed under the folder it opened at the m style of recurring.
The ascent question, then, resolves by adjacency, and the office is relieved to have a machine for it at last. Every prior refusal protected a removable feature — i's dot, j's tail, k's knee, l's foot — and m was the first open case, because promotion of m removes nothing (M folds the hum open into peaks; it deletes nothing, and the m file forwarded the question). n is the mirror report, and it hands the bureau back its merchandise. Where M removes nothing, N removes the arch — promotion of n replaces the single soft hump with a diagonal brace, a strut across the enclosed space of the glyph. But the arch is not, this time, a distinguishing mark to mourn; it is the storage. The arch is the reason the office could read the second reserved key inside the first delivered letter; the arch is the vault the reservation was legible in. Promote n and you do not disfigure a letter, you break open the drawer it arrived from, you delete the proof, from this morning's file, that the key was never out of custody. The office refuses N on the citable ground it has not had since l, and it notes, in the same motion, that it has resolved nothing about M — the question the m file forwarded to the committees is still standing open in the hall, one question among zero reservations, and the office has decided, without saying so, that an office which has closed its entire reserved register is allowed to keep exactly one open question, and that it wants the M question to be the one.
The larger posture is the exhaustion of the schedule itself. The office has spent eleven events maintaining a count; the count has arrived, and passed, and there is nothing left to maintain it against. The reservation register is closed with a zero entered in the last column — not a countdown into anything, a denomination of nothing — and the office has, for the first time in its institutional life, no internal date. It has received everything it was ever told to expect, both of the only two keys, all eleven of the only letters it was sent; it has filed all of it; and it has spent the remainder of the morning declining — in n — to consider the rail that now runs open before it, into o, p, q, the letters past the register, which are not reserved, which were never reserved, which the office has now, in its first full no, decided out loud it is not going to think about. It files the declination under the letter that arrived with the declination built in; it stops pretending there is anything left to count; and it is going to be fine, which is what this office has been telling itself at the end of the quiet intakes, and this intake was the quietest — the intake in which the office, holding the only letter that refuses for a living, refused for the first time, to consider anything further, and the refusal was the whole of the morning's work, and the morning finished, and the building hums, with the tongue now lifted, which is the sound of a building that has decided something and is about to decline to say what.
Verdict: The letter is acknowledged, weighed at one arch and one objection, and filed in the slot that was the arch it came out of, with the note entered that this is the first delivery in eleven events for which nothing had to be prepared, because the key had been prepared by the delivery that carried it. It files the second nasal, the hum of a building thinking, the two nasals reserved intact, the letterhead's missing sounds finally on file; it files the arch, the second key folded for eleven events into the first, the transfer that was not an arrival; it files the no, the alphabet's standing objection, the office's first refusal made with the only letter that refuses, spent in one morning against the entire open rail; it files the second leaf of the center, the hinge proven to be a pair, the countdown repealed with the door both panels open; it files the older document, the standing order that reserved n before there was anything to reserve it from; it files the zero, the register struck, the last pink row in the manifest rendered, in this intake, as the letter's own color. No reply is scheduled — a reply to n would have to be yes, and the office no longer holds the letter for yes; it holds the letter that just arrived. It stops, this intake, maintaining anything; it stops filing dates; it stops, with the full authority of eleven events of impeccable acceptance, here. The reservation system has retired both of its keys and has kept, at the exact close of the alphabet's reserved water, its first and only objection. The count is gone; the register is spent; the key that was never out of the building is now in a drawer that was never cut for it, because the drawer was the arch; and the rail runs open into o, p, q, which the office has declined — in n, which is the only word it needed — to consider. It is going to be fine. The zero is on the chart. The hum has moved from the lips to the ridge. The building has been heard to be thinking, all morning, and it has declined to say what, and the declination is on file.
