The upstream channel has delivered a ninth lone letter, and the office received it the way one receives the last of a series one has been listing, in writing, on a forecast: already counted. It is the last glyph the i file cast into open water. j arrived; k arrived; and now the final unclaimed letter in the alphabet — the single upright sitting between the run and the reservation on m — has arrived, and the open water the office has been describing in nautical metaphor since event IV is, as of this morning, closed. The last thing the channel sent before the rail turns to reserved keys was the letter for water itself. The countdown hits one. The office has recorded that without flinching, and has been looking at it all day without flinching, and has decided that flinching is not in the protocol for a count of one.

A ninth minimal correspondence has been received on the same channel, forwarded in isolation: a single lowercase l. The intake papers were immaculate again — l appears in no directorate registry (a, b,f, m,n, and a handful of symbols) and so arrived, for the ninth time, unclaimed. The office no longer files this as coincidence. It files it as a signature, and it files the signature under the same folder as the appointments.

And then the weighing, which was over almost before the examiners sat down: l is one stroke, dead vertical, and the padded slot takes it as if the slot had been cut from it. It is a letter with an ascender, as d, f, and h carried; but where those letters pair their height with a bowl, a bar, an arch, l has nothing above the height and nothing below it but the height itself. You cannot turn l's ascender off; suppress it and you have a dot, and the dot is already on file, in the i folder, in custody. The checks complete in a quarter of the time the last intake allowed, which the office has learned by now to read not as efficiency but as a letter that is done being mysterious and is getting on with being central.

The balance sheet first, though there is almost nothing on it. Phonetically l is the lateral approximant: the tongue makes full contact at the centre of the mouth and the breath is expelled around it, over both sides — the airflow takes the route water takes around an obstacle. The instrument reads the posture as the mouth building a small working channel, and the intake hall — which has spent nine events reading from a channel — finds that the only consonant in the run that requires one is the one it has been receiving on, and that the word for the thing it reads all day, channel, begins with the letter that has just landed at the end of the queue. The office has been receiving l for weeks and did not notice, on the grounds that it was busy receiving.

It is also one of the few consonants that can be held indefinitely, and one of the few that can be sung. A speaker can make an l and simply decline to stop, the way this office declines, at closing, to sign off. Whatever the deliverable, l is in no hurry to arrive; it is the one sound in the sequence that is comfortable going on about its business in both directions at once, and the office files it — against all precedent and with no instrument — under the sound that is already where it is going.

The forecast, then, which is the real content of this intake. The i file set j, k, and l out as open water. j arrived on schedule; k arrived on schedule; both were called, in writing, before the channel sent them. That stopped being prediction at the third event and became, by the seventh, the channel reading the office's own calendar back to the office a line early. l is the last line of that paragraph. The corridor the office has been describing as open water since event IV has now delivered every glyph it was ever said to hold, and is empty. The forecast retires with a perfect record, having never covered anything again.

What it was looking at, across the one remaining glyph, is now visible from the desk without leaning: the reservation on m, one stroke away, then n behind it. The office will not say the word tonight. It has said it, so far, twice, in this paragraph, and it will say the rest of the paragraph without saying it again — it is, after all, an institution, and an institution is allowed to look at a schedule and choose not to read the final row, so long as it has already read the final row well enough to have taken it down in two places and a drawer.

English keeps two specimens of l and files them in the same drawer. Before a vowel the tongue sits forward and the sound is bright — the clear, or light, l — as in lake, long,level. At the end of a syllable the tongue keeps its place at the front and simultaneously raises its back toward the soft palate, and the sound darkens — the velarised, or dark, l — as incold, milk, syllable. One letter, two sounds, distributed by position, with no public dispute, no pickets, and no file.

The g file has spent the whole run on the proposition that a letter cannot carry two pronunciations without being torn apart; the channel required two entire mailings, four glyphs apart, to deliver g's two voices, and the office built shelving for the gap between them. l arrives and simply traverses the same territory in a single packet — light before the vowel, dark after, leaning back at the end of its words. And the dark appears, on inspection, to be paying a call on the office: its posture, the tongue rising to the soft palate, is the velum, the machinery of g and of k, the founder surfaces, which the office has been filing for an entire run. g needed two letters to reach the back of the mouth. l reaches it at the close of every syllable it stands at the back of, and it does not invoice the travel. The office files the comparison in the g file, facing outward, where it will have to be looked at.

The monument gains a third exhibit. k is silent at the head of its words — knee, knife, knight,know, knot, knock — six doors it stands at without knocking. g is silent before n, at the foundation of its words — gnat, gnome, gnaw. l is silent deeper in the word: could, should, would,walk, talk, calm, palm,half, salmon, psalm, folk,yolk. Where k's silence stands at the threshold and g's at the founding, l's silence sits in the body of the word, worn away by speech — the letter loses its sound in the current, smoothed as a river stone, gone before the word surfaces. Two specimens served at the door and the foundation; the third erodes mid-stream, and it is delivered, of all the water available, at the exact close of the open water the office has been sailing by metaphor for six events.

The office files the three exhibits in order and decides, with the pen, that it will not point out that one of the words in which l is silent denotes a fish that swims. It has pointed this out to itself three times, in the margin of the intake sheet, and the margin is now full, and the sheet, and it is fine. A fourth exhibit is noted and replaced at once, because the office's own furniture is in the list — the word for the shelf it files the letters on, the word for the rail, the word for the ledger, the word for the calendar that counts the appointment. It files the observation underthe personal, and does not elaborate.

Then the drawing, which is where l costs the office its composure. The glyph is a single vertical stroke — the manuscript alphabet's plainest component — and it is the component every other glyph the office has weighed is assembled from. b is l with a belly. d is l with a bowl. f is l with a crossbar. h is l with an arch. i is l with a tittle — the dot already in custody. j is l with a tail, bent for authority. t is l with a bar. And k — whose file the office closed last event — is l with two legs, the folded knee growing from a stem that is, plain and entire, an l. The office has been filing l as a component of its neighbours for eight events and has now been mailed the component by itself, addressed to the cabinet, with the neighbours left out. The alphabet has been sending the shelving with the shelves. A department that files letters files, in the ninth delivery, the letter the other letters are made of, and has spent the morning in the position of a clerk who has spent a career filing handles and has just received a door.

It files the diagram anyway, because that is the job, and it notes in the margin — which is already full of fish — that the observatory's own four letters, G, Z, A, and I, contain no l, and that nearly every word it writes to describe the building does:observatory, alphabet, delivery,manifest, channel, intake,protocol, calendar, level, file. The one letter the observatory never signs is the one its own paperwork is written in. It files this, without commentary, because commentary has been going into the margin and the margin is done.

And the filing record, where l alone among the day's deliveries is also a count. In the older ledger the glyph L stands for fifty — the half-century, the midway mark of a hundred, a professional sum, the kind a tally office recognizes on sight and whistles at. The channel has sent the office a number and the office has put it on the letter shelf, because the letter side of the room has more hooks, and because it is the first time in the run the two halves of the building have received the same item.

And the same stroke, lowercase, is the numeral one. The countdown the office has been maintaining — five at h, four at i, three at j, two at k — has just reached one, and the office has now seen the letter and the count on two documents, at the same size, and they are the same mark. It was not built to make observations of that kind before noon; it made it at midday, which is, on the office's own arithmetic, the last comfortable hour it has left. It files the number fifty in a corner of the letter shelf, folded facing away, so the shelf cannot see how small its count has gotten and so the count cannot see the fifty it is dwindling beside.

Every glyph the i file cast into open water has now arrived, in order, on time, including the one that has not arrived until today. The reservation on m has been marked a sixth time, and the step from two to one this time was recorded without comment, because a count of one is the point at which a count stops being a schedule and becomes a standing instruction. The open-water forecast is closed; there is no unclaimed glyph left in the alphabet the channel has not now sent, and the last thing it sent was water. The manifest and the calendar are the same document; the manifest has now read the calendar's last open line out loud, and the calendar, for its part, is holding up fine, which the office believes of itself as well, with an effort it is no longer counting.

L Intake Protocol is now in effect, and it is the first in the run that the office cannot find a machine for. l has an ascender, as d, f, and h did, so the equipment exists — the padded slot, the shelf, the margin check. But the ascender is the whole letter. It has no bowl for the slot to cradle, no crossbar to level, no arch to photograph, no tittle to file (that dot is in the i folder), no tail to suspend, no knee to preserve. The fifteen-minute ascent watch logs, each time, the same figures, reversed from the last intake: above the line, everything; below, nothing. Where the previous event's plainness meant there was nothing to do, this event's plainness means there is nothing except the letter to do. The office files it under the one it built its shelves for, and it has entered, in a hand it is trying to keep like the last one, that a delivery requiring merely to be read was worse, and that a delivery requiring merely to stand is worse than that.

The ascent question, for the first time, resolves without equipment. Lowercase l is drawn with a small foot at the baseline — a serif settling, a cosmological filigree; promotion of l discharges the foot at the gate and issues a straight rule. As with i's dot, j's tail, k's knee, promotion removes the distinguishing feature. But where those losses were architectural crimes the office had something to protect, l offers nothing to protect except the letter, and the office has decided that it is going to protect the letter. It files the ninth standing refusal with no feature cited — a decision carried entirely by precedent, the first objection in the run to hold its own weight — and it notes that it has spent nine events building arguments out of what a letter is, and has just received the one letter for which being is the entire argument.

The Alphabet Delivery is an operating schedule at six correct deliveries, and it has now exhausted the material it was correct about. The channel has sent every open-water glyph it was told to send, in order, on time; open water has no glyphs left; the office stands at the end of its own forecast with the water letter in the slot and the reservation one upright away. It counts what remains, and the count is the shortest it has ever kept: m, one glyph, reserved; n, right behind it. Beyond n the rail runs open again into o, p, q, which the office has elected not to consider — it has had a week and a water letter to prepare, and it has prepared by not considering. It keeps the tally, which has shrunk to a single stroke; it keeps the manifest, which is complete; it keeps the number fifty folded into the corner of the letter shelf. And it stores l standing, the letter the other eight were holding up, filed at last under its own name — a delivery of one stroke that closed a corridor, reached the office's own furniture, sang, refused to be promoted, and has left the building standing at the edge of the scheduled water with nothing unclaimed between it and the appointment but the water itself, which is now on file.

Verdict: The letter is acknowledged, weighed at a single stroke and two voices, and filed standing in the slot that was clearly cut from it, with the note entered that a letter which is entirely upright requires the office to do nothing, which this office files under the most frightening category it maintains. It files the liquid, the last open-water delivery arriving as the word for water; it files the light and the dark, two sounds in one drawer, the counter-thesis to the g file mailed quietly by the letter that refuses to make a public case of having two of anything; it files the closed corridor, the forecast retiring perfect and empty, the reservation one stroke away and visible without leaning; it files the silence worn smooth mid-stream, third exhibit, salmon included; it files the upright inside all the other letters, the handle arriving after the doors; it files fifty on the letter shelf, facing away; it files the refusal it could not argue, nine times, on precedent alone. No reply is scheduled — a reply to l would be a syllable the office has been saying all day throughout the entire run without recognizing it as a reply. It stops, this intake, pretending the schedule has slack; it stops pretending there is anywhere left to put a forecast; it stops, just barely, saying the word for what sits one glyph away, having now said it four times in this paragraph and once in the one before. It keeps the count, and the count is the letter: one. One glyph to m. Open water is closed. The water, which the office has been describing for six events, has arrived and been filed, and the office is going to be fine — which is what this building has taken to telling itself at the end of the quiet intakes, and this is the quietest one in the run, because there is, at last, nothing left to say except the schedule.
