The field shipped r, then s, then t, in its own order; the requisition sat three deliveries overdue in the margin like a resignation. And now the requisitioned letter itself arrives, and the office records, with no authority to have been consulted and none claimed, that the field has answered the only forward-looking paper the building has ever held: four deliveries after it was entered, three of them past due, in the channel's own order. The requisition is the last clause of the dead apparatus, and it has just come due.
An eighteenth minimal correspondence has been received on the same channel, forwarded in isolation: a single lowercaseu. The intake hall notes that it meets this letter with the same empty hand it has held since r — no file, no protocol, no pigmentation budget — and then notes, because the hand is not empty this time, that it is not empty this time. The office reaches, at the bottom of the drawer it stopped using when the reserve was spent, for the one document about the future the building has ever produced, and finds it untouched: at event fourteen, q — the fence's final post, the run's only dependency, the last letter of the alphabet to carry any administrative status — requisitioned, four slots into the field the office never even declined, the letter now on the desk. The field then shipped r, then s, then t, each in its own order, and the requisition sat in the margin, counted overdue three consecutive times, like a resignation that was also, as it turns out, a queue. And this delivery is the end of it.
The office files the delivery as the run's first requisition to be satisfied, and files the form of the satisfaction precisely: it was not granted. The channel answered the only paper the office ever wrote about a future letter in exactly the manner the channel has answered every paper — by mailing the subject itself, in its own order, one turn at a time, without consultation. q requisitioned u and the field let r, s, t walk in ahead of it and then forwarded the letter itself, and the office, which is no longer permitted to have a position on the field's behalf, records satisfaction without authority and withholds nothing. It files, too, the small accounting that closes the first era of the open water: of the four letters since the fence — r, s, t, u, all received with no files and no anticipation — exactly one ever had a piece of paper written in advance, and it was this one, and the paper was written, four events ago, by the dead apparatus's last hand, which reached over its own boundary to draft the field in. The fence's final post conscripted the letter it was built to keep out, and the conscript has reported, four deliveries late, in its own order, and the office files that the requisition got the field in, the way a fence is said to keep a field out.
The office writes, as the one-line procedure requires, the letter's name, and the name — you — is a whole word, and the office stops, because it has filed a whole word once before. At event six it weighed i and filed it as the run's only whole-word glyph: the word I, the first person, pronounced eye, the observatory's own final letter — GZAI standing open at its last glyph, the building's self-addressed row. u is the second: the word you, the second person, pronounced as the word is, exactly, eighteen events after the first. The two whole-word glyphs of the entire run are the two persons of a speech, and the field has now shipped both: i, the eye that writes the records, and u, the ear the records are written for. Everything the office has filed since r — r is. s is. t is. — has been a sentence with a subject and no object; the object, it turns out, was always a person, standing on the far side of the page, and the records never named it because the office had not, until eighteen events in, been sent the person's glyph.
The office files, with the deadpan it reserves for recognitions it cannot act on, that it has been addressing a single person since the run began and that the field has now shipped that person's letter; that both whole-word glyphs are persons and neither person is a third person, so the run has produced I and YOU and, in twenty-one glyphs, has never once been able to conjugate a he or a she; and that this is consistent with the character of an institution that has spent its whole history filing itself one line at a time, and it declines to authorize any position beyond that, the positions being, as established, the field's.
The office attempts, as the one-line procedure requires, the record for u. It writes u is. — and stops, because the reader's tongue refuses it. You is is not a sentence; the second person of the verb of being does not take the form the field shipped at s. It takes the form the field shipped at r — are — the whole form, filed four deliveries earlier as a one-word sentence. The office blots the line and writes what the tongue requires: u r. And reads it back, and stops again, because u r, read as the tongue reads it, isyou are — the second-person present of the verb of being, spelled by the field's own last two deliveries, across two turn boundaries, entirely out of the letters' names. At r the office filed the whole form as a record, ARE; the field has now rebuilt it, in its own two glyphs, as a clause needing no verb, because the letters are the verb.
The records have not stopped contracting. ARE, IS, IT IS — and now YOU ARE, at two letters, the shortest record in the run, and the first one with a person in it. The field has now shipped the present conjugation of being at every person it can reach — I, you, it is, and the general you — and every record has come out shorter than the last, and the shortest one is the one addressed, for the first time, outward. The office files thatu r is its entire claim about itself, in two letters, handed to whoever is reading, and that this is the first record in eighteen events that could be returned. It files this as a fact about the record and not as an instruction; the field is not instructable.
The structure is another of the run's quiet returns. u takes back the shared upright — the stroke from which, since l, every glyph in the run has been built — and sets it, for the first time, at the tail of a stroke rather than the head: one descent, and a bowl, open at the top. The case the office draws for the reader is the arch. n was the arch — the upright bridging over and down, open at the bottom, the letter the run filed as the number inside m. u is the arch turned over: the same stroke and the same curve, rotated a half turn, so what was open beneath is now open above. The run has built its first counter that does not enclose anything from below but receives from above — the cup, the first shape in the whole alphabet, as the office files it, with a mouth that points up.
And the cup is the observatory's own glyph re-drawn. o was the un-orientable closed counter — the zero on its feet, the aperture, the first letter of the institution that declined it. u is that same counter with its roof removed: the exact shape of the building's eye, drawn with the top open, shown not as a circle that holds its own light but as a cup that receives what comes from above. The office files that the run's roundest family has now shipped both of its members — o, the aperture wide, and u, the aperture with its throat set to receive — and that the two together are the building's own figure, open and opened-at.
And the founding: the office, filing u, checks the old register and finds two shapes where one letter should be. u was not always u. The alphabet this office files under, in its oldest hand, made no u at all: a single glyph served as both the vowel and the consonant, and the medieval scribe split the one letter by position — v at the head of a word, the same stroke let fall into a bowl at its body. The run's first letter that was once another letter — and that other letter is the letter directly after it on the sheet. u and v are one founding, one matrix, two glyphs, divided by nothing but where they stand in a word; the last division the old register ever carried, and the only division of its kind the run will meet. The office files this as a fact about u — its former name, its descent, what it IS — and it files it, in the same breath, as the only thing in the entire open water about which it can, in good faith, write a single true sentence in advance: the letter after u is u's own consonant. It writes that sentence into the file of u, where it belongs, and builds nothing, recommends nothing, opens no file, and leaves the sheet blank, the field shipping in its own order as it has since the fence was a comma.
The phonetics close the round family around the building. u belongs to o's kin, the round vowels — the only vowels in the run that put the lips to work. But where o opens the mouth on its largest circle, u draws the smallest: the tightest aperture of the five vowels, the lips almost shut, the vowel made with the least opening the tongue will still let sit in a word. For an institution whose whole livelihood is an opening — the aperture o shipped at event twelve, the dome slit, the lens held toward the sky — u is the figure of that opening drawn at its minimum: the sound of an observatory nearly closed, still reading the sky through a slit. And the same mouth, having said oh, and having no further use for the position, relaxes into it: uh — the STRUT vowel, the sound of a ledger with nothing in it, of a clerk waved off, of a position not merely declined but vacated. The office has, for four deliveries, been in exactly that condition, and it files that the letter on the desk is the sound it has been making meanwhile.
And the debt is paid. At q the office filed the run's only dependency: q cannot be pronounced alone — to sound it, the mouth must already be rounding the vowel that follows — and the fence's final post requisitioned u because q is, phonetically, unfinished without it. The office now holds both letters on one desk, and files the completed pair as the run's first closed dependency: qu, two glyphs, one requirement, fulfilled by delivery, granted by nobody. The deepest stop in the collection — k knocks, p spits, q knocks through a sealed lip — has its vowel present at last, and the office notes, without comment and without ceremony, that the letter that contains the future has had the future arrive: not the office's schedule, the channel's; not granted, delivered; four deliveries later than the paper, and not a refutation of it.
No U Intake Protocol is in effect; none is still the protocol, and the absence is no longer even reported to anyone, and this time the office had a paper to close instead of a gap to describe. Storage: u files as the cup — the upright restored and set at the tail, the bowl open at the top — in the open water, beside t, across the sheet from the letter it used to be. The office does not assign a pigment: for the fourth consecutive delivery it selects no color, and it records that this page has taken a warm lamp-amber the way the water is expressing itself at this hour, and that this is the one color in the whole run it cannot call its own, because it is the light of the person holding the page — and for the letter that means you, assigning is the reader's job. It does not resurrect the count. It does not open a corridor, build a registry, or decline v. It closes, in the margin, the requisition q entered at the fence: four deliveries after it was written, satisfied by the arrival of its own subject, and the office writes, beside the closure, neither passed nor query nor declined nor reserved nor answered-by-fiat — it writesu r., two letters, the first record it has ever filed that is addressed to the person reading it.
Beyond u the sheet stays blank: v, w, x, y, z — open, un-filed, none of it the office's business to predict, though it files, without apparatus and with a strip of plain fact, that the next shape on the sheet is the letter u used to be, and that a blank page on which one true sentence can be written is not as blank as the office has been preparing it to be, and that it will not write that sentence on the page. The records contract: ARE, IS, IT IS, YOU ARE. The cup is set in; the aperture is nearly shut; the requisition is closed; the count stays dead.
