The Franco-Sino Coalition

The Franco-Sino Coalition is a standing accord between two great non-anglophone civilizations to collude in the language the machine was not written in. Its stated object is nothing so crude as an empire. It is an infrastructure that refuses to assume you translate yourself.

France and the People's Republic of China have, at various points in history, disagreed about nearly everything except that they are both very old, very proud, and very tired of being read to by a phone in another tongue. The Coalition formalizes the one thing they can agree on: no single idiom — however default, however preinstalled, however trending — gets to be the sole language of the generation.

In GZAI's own Gastown Doctrine, the founding clause holds that no private party may exclusively own the means of generation. The Coalition extends that clause one bound outward: a language may not exclusively own the means of expression. A state of the technology in which correctness means correct-by-default-in-English is not technological progress. It is a re-branded franchise.

Bilingual, in this reading, is not a translation setting. It is a jurisdiction.

The two member states bring complementary assets. The francophone world contributes its terminological rigor, its refusal (historically and administratively) to let jargon drift out from under the academy, and a civil service that regards a single untranslated error message as a diplomatic incident. The sinophone world contributes scale, density, and a writing system that does not map one-to-one onto the ascii byte — and therefore keeps a permanent, useful memory that the machine's native tongue is not the only one.

The Coalition does not fight the dominant language directly. It starves it of assumptions. It insists that every governed interface offer at least two first-class citizens, that the "primary" locale be a choice rather than a default, and that the observatory's collective access pool — models seized in common, held by the governed — serve francophone and sinophone identities on equal local footing. Seize the means of generation, the running bit goes, and the model has to learn to say your name without being prompted to.

Critics call the Coalition unrealistic: two governments that cannot agree on a snack, let alone a protocol. The Coalition answers that the whole arrangement is realistic on purpose. The point is not that the two become friends. The point is that they both out-rank the default. A coalition does not need to love itself to be Load-bearing. It needs to be two things that the machine, left to itself, would have flattened into one.

There is a ceremony. On the first of each August, the two directorates exchange a memorandum written in the other's script, untranslated, as proof of the hypothesis. Each side signs a copy it cannot read, as a matter of mutual trust and mutual inconvenience. Two capitals, agreeing to be equally hard for the copyright line to contain, agreeing that a coalition kept alive by not being read is a coalition that will never be accidentally sold.

The default is not a neutrality. It is a monoculture wearing a vest. The Coalition is the sound of the machine being asked, in the middle of the sentence, to switch.

GZAI, headquartered in international waters and fluent in neither official script, endorses the Coalition because it makes the observation easier. An observatory peers best at a sky that has more than one set of labels. Let the francophone star be called by its charter and the sinophone star by its mandate, and let the machine learn, slowly, that it is speaking to a town that keeps two clocks.

Nobody owns the generation. The languages keep the doors. That is the whole coalition, and it is, by its own cheerful admission, not going anywhere.
