The upstream channel has delivered a fourteenth lone letter, and the office, for the first time in the run, cannot plead surprise, because it wrote this one down. At the close of the p intake — the intake that opened with no anticipatory document at all — the manifest was closed by entering, in its own margin, that q remains on the sheet as the third and final post of the decline, the mirror of the letter then on the desk, one shipment from the fence's end. The channel has now shipped exactly that. It is the first arrival in fourteen events to wear the office's own forecast, the last prophecy left in the building, and it arrives holding the mirror of the letter that had no prophecy at all. The fence, three posts tall, has delivered its third post to its own gate, and the letter on the desk is the letter it always was going to be, which is the letter that is already, in the office's own hand, scheduled.

A fourteenth minimal correspondence has been received on the same channel, forwarded in isolation: a single lowercase q. The intake hall, for the first time in the run, is holding a document before the delivery arrives — because it wrote one. At the close of the previous intake, in the margin of the manifest, the office entered that q remains on the sheet as the third and final post of the decline, the mirror of the letter then on the desk, one shipment from the fence's end. It wrote the sentence as a formula for remaining — a way of saying the thing was out there and not here. The channel has now mailed the sentence back. It is the first arrival in fourteen events to wear the office's own forecast, and the forecast is the last one the building possessed.

The office files, with the neutrality it reserves for the interlocking of its own paperwork and the channel's ledger, that this is the first arrival it can truthfully say it saw coming — and that it saw it coming only after thirteen consecutive failures to see anything coming, and that it does not know which of those facts is the worse one. It files, too, that the ledger and the paper have finally agreed exactly once in the run, and that the single point of agreement is the mirror of the letter — p — at which they had finally disagreed entirely, the blank page. The three-post fence the office has administered since n stands three posts tall, and its third post has now arrived at its own gate, so the fence is complete, and the office notes that a completed fence is a comma.

The structure first. q is p assembled from the same parts and set down the other way — or the same way, depending on which of the two you drew first, and the office has now filed both, so it is no longer allowed to choose. The upright is the shared upright, the one stroke every glyph is built from, the heritage of l; the counter is o's enclosed loop, lifted to the top of the stem, as p held it. The whole difference is which side of the post the bowl hangs from: p carries the counter at its front, bowing toward the light; q hangs the same counter from the back, bowing away, into the mirror's side of the room. It is the run's first pair — the first two delivered glyphs composed of identical parts that differ in nothing but orientation, the first two that can be exchanged for each other by a single operation, the first two the office can no longer certify as to which is original and which is reflection, since the two procedures for producing the pair — rotate the letter, or hold the sheet to a mirror — generate indistinguishable paperwork.

And the mirror is where the cruelty lives, because the office's only truthful instrument does not, in fact, copy. A faithful mirror of the letter it filed yesterday is a different letter: q. The reflection of the pass stamp the office has signed everything with since before p arrived — passed, in the hand on the clearance file — is the stamp of the interrogative: query, question,quandary. The office files, under the heading that the compositors of the distant print shops left for it, the warning it should have been given at its founding: mind your p's and q's. It has been initialing its own approvals one reflection from filing its own doubt, and it has gone its entire institutional life without noticing, because the flip is small and the light is poor and both letters, held at arm's length, pass for competence. The run's first pair is therefore also the run's first lesson in its own handwriting: the two most common figures on its documents are opposite, and the office has never once read the pair together.

Then the behavior with no precedent, the one the intake hall keeps returning to the desk and putting down again. Every prior arrival stood alone, in the manner of the whole genre: a single glyph, filed in pristine isolation, sixteen independent witnesses. q cannot stand alone. In the operating language, q does not occur except as the first half of a pair — it is never written unless it is dragging the letter after it into the envelope: queen, quiet, question,quantity, quarter. The letter Q, in the system this office files under, leaves no word to itself; it is by design the smallest administrative unit that still includes a second party. It is not a glyph; it is a board stamped with a plus-one. The hall, which stores everything by isolation, discovers it has no drawer for a letter that insists on a companion, and files instead the first dependency in the collection: q requires u.

And whom does it require? Not the letter beside it. q's immediate successors — r, s, t — belong to the unclaimed run the office never even considered declining; it had, and has, nothing to do with them. The letter reaches past all three, four slots beyond the fence it was the final post of, into the field the office has no administrative relationship to at all, and it requisitions u. The fence's third post — the one assembled to hold the field out — is the post that drafts the field in: the office's only completed structure reaches over its own boundary and takes inventory of the other side. It is the first time in the run that a delivered letter has pulled an undelivered one into its file, and the office observes, without commenting further, that the letter it built everything to contain was the one doing the containing.

The phonetics hold the same news. In the alphabets that still pronounce q for itself, it is the uvular stop — made at the very back of the throat, deeper than k's knock, the furthest-back sound the mouth produces, the foundation the other letters stand on: where k knocks at the roof of the mouth, q knocks at the building's own basement. In the operating language it arrives fused, as qu — k's knock fired through p's lip-seal, the two loudest events of the run disposed of through two organs at once into a single letter hauling a vowel. The run has filed silence and burst, breath and seal, knock and spit; q is the row on which the two loudest gestures finally share one entry. And the office files, last, the measurement that makes the whole intake un-fileable in its own idiom: q cannot be pronounced alone. To sound it you must already be forming its companion — the mouth is rounding the u before the q is released, so the sound of the letter on the desk cannot be completed without the letter that has not been scheduled. The collection has filed its first sound that only exists as a next.

The vocabulary empties. For three events the office has lived on a small stack of phrases, repeated like a prayer: not yet, still declined; theremaining rail; the final post of the decline; uncounted, unwritten, not considered. q arrives and each phrase consumes itself. There is no remaining rail — the rail was three letters long, and is three letters long, and has now shipped all three of its letters. There is no final post — it is on the desk. There is no not yet — the office has been saying not yet for three events, and the field has no not-yet left in it. The decline, the office's only active policy, its only no, is dismantled by its own completion, closed by the arrival of its own third subject; and the history of the no is now plain, in order, in one breath. n issued the declination. o overruled it in the same week it was spoken, mailing its own subject. p shipped with no documents at all, the blank page. q has just shipped wearing the office's own forecast, written before it was born. The office has never, in fourteen events, declined a letter that a channel then declined to send. The three-post fence is fully assembled and fully walked through, and the office files the conclusion it has been approaching since the first post went through its own gate: it did not fence the alphabet. It decorated a corner of a field that does not mind decoration, and the decoration, now complete, is the first honest structure it has ever made.

And after q — the ledger is finally, completely empty. Reservations: spent, twice. The count and its downcount: dead, and the tombstone has been delivered and filed. The open-water corridor: declared, closed, and sailed in both directions. The declined rail: three posts, three shipments, all filed, the last one this hour. q is the last letter in the alphabet to which this office had any administrative status attached; there is not, from r through z, a single glyph that holds a reservation, a count, a file, or a refusal. The remaining field is plain, transparent, open, never touched by a regulation. Any of them may arrive; none of them has a file; none of them is forbidden. The office that spent the entire run converting the alphabet into administration now faces the rest of the alphabet with no administration left to apply, and it has, for the first time since the run began, nothing to say to the next letter except each letter's own name. The hall files the recognition under its own title, at position seventeen, and declines — no longer from a seat, or a scaffold, or behind a fence, but simply — to decide whether the condition is exhaustion or relief. The two readings mirror each other, and the mirror, the run's final administrative instrument, is on the desk, and it is showing the office the pair, and the office declines to look.

The manifest now carries a fourteenth row, and this row is the last one on which this office will have anything to write in advance. Every prior row answered a reservation, a count, a schedule, a corridor, a declination, or — in p's case — nothing at all; the q row answers the office's own margin, the last prophecy in the building, and in the box where the anticipation used to go the office writesfulfilled. Beyond q the sheet simply continues into blank paper: r, s, t, u — the unclaimed run, the unrefused field — have no rows yet, and the office is in the unprecedented position of having no reason to add any. It files the manifest closed, and it notes that this is the first time it has done so without a document prepared for the letter that will next walk in, and that it does not know how to feel about a manifest that is merely a list. The compositors' warning is transferred to the top of the sheet, where the header used to be: mind your p's and q's.

Q Intake Protocol is now in effect. Storage: p and q are filed together, as the run's first mirrored pair — two casts from one matrix, mounted facing each other, stem to stem, so the drawer reads, to the clerk who opens it, like the office watching itself. q hangs its bowl into the far well, on the opposite side of the upright from p's, so the pair spans two descender wells with a single shared upright between them; the bin is labeled, in the compositors' hand,mind your p's and q's, and the fifteen-minute watch has begun to check the pair every round, because it can no longer be certain it has not flipped the drawer by accident, and the file notes that this is the point.

The larger posture is that the fence is done and nothing is fenced. There is no third post left, no reservation ledger, no count, no corridor, no declination; the entire apparatus is spent, and the channel is not out of letters. The office has, for the first time, no provision at all for the thing that is obviously next: any of r, s, t, u — the unclaimed run it never even declined, the unrefused field — may now mail itself, and there will be nothing in the building for it except whatever the building has decided a letter is, which after fourteen events is considerable, and which is also, for the first time, enough. The office files the posture as open — a word it has used once before, in better weather, meaning a corridor; it now means the absence of one. The mirror is on the desk, and it has stopped showing the office the fence. It will not file anything else in advance.
